Phacelia congesta

Blue curls, also known as caterpillars, are leafy plants that can grow up to 1-3 ft. tall. They are annual or biennial plants with purple to lavender-blue, bell-shaped flowers with deeply lobed rims and conspicuously protruding stamens. The flowers are found in numerous slender, coiled clusters that uncurl as the buds develop. The leaves are soft and deeply cut, giving them a ragged appearance. This plant is typically found in large colonies and does best if sheltered from the western sun. It's worth noting that the stem of the blue curls plant is brittle and breaks easily.
